CLASS SUMMARY:

Responsible for developing and implementing geospatial solutions for projects across CVG Airport Authority departments. Responsible for the day-to-day operations of the Geospatial section including staff growth, staff development, technical leadership, quality control, project support and coordination.

ESSENTIAL DUTIES:

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.

  • Manages and leads a team of geospatial professionals supporting projects and deliverables for clients across several business groups.
  • Maintains staff management responsibility to include supervision, delegation and review of assigned work, hiring/terminating, performance appraisals, coaching/counseling, staff development, application of organizational policies and procedures.
  • Work directly with internal departments to appropriately assess geospatial and data management needs for complex infrastructure projects.
  • Develop data management technologies and communication strategies to deliver accessible, relevant, user-friendly data-driven solutions to CVG Airport Authority departments and contractors.
  • Coordinate with IT Department GIS, CAD, BIM, software licensing and management.
  • Develop implementation plan for GIS, CAD, and BIM file management, distribution, and coordination among staff and departments.
  • Collaborate with technical and communications staff to develop data-driven solutions that are user friendly and accessible for all audiences.
  • Work across creative and technical teams to balance functionality with usability and develop approachable user interfaces with informative outputs.
  • Write reports summarizing spatial analyses and communicate findings with charts, tables, maps, and narrative.
  • Manage and oversee technical projects/tasks, determine goals and objectives, and ensure project milestones are met.
  • Implement QA/QC procedures and support a culture of quality among the team and practice.
  • Develop visual and communications strategies to combine data management, information visualization, and user experience to communicate spatial information effectively.
  • Apply project management principles through oversight in planning, directing, budgeting and monitoring projects for the team.
  • Collaborates with technical and non-technical stakeholders and development teams to write reports that summarize spatial analyses and communicate findings with data visualizations, charts, tables, maps, and narrative.
  • Oversees the geospatial business development, developing proposals, presentations, and project approach, budget, scheduling, and quality assurance.
  • Responsible for all contract management activities as documented in KCAB Policy 1014, Contract Management. As the subject matter expert responsible for all key aspects of contract management ensuring KCAB’s interests are represented in any business activities regarding the agreement.  Prepares RFP’s, bid specifications, and negotiates contracts.
  • Perform other duties of a similar nature and level as assigned.

TRAINING AND EXPERIENCE:

Bachelor’s degree in Geography, Planning, engineering, Data Sciences, Computer Science, or a related field to the area of assignment and five years of related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LICENSING/CERTIFICATIONS:

  • Maintain Security Identification Display Area (SIDA) clearance.
  • Valid driver’s license.
  • Obtain and maintain position appropriate NIMS & emergency training.
  • GIS Professional (GISP) certification preferred.
  • Esri certification preferred.

KNOWLEDGE OF:

  • Advanced knowledge of Geospatial technology, CAD, GIS, and BIM, data visualization, AVI-Plan exhibit preparation, project implementation and management.
  • Esri’s suite of software products and solutions including desktop, server, and online.
  • Esri’s ArcGIS Online platform and associated products such as Web App Builder, Experience Builder, Dashboards, Story Maps, Field Maps, Survey 123.
  • Applying geospatial concepts, methodologies and solutions on aviation and transportation projects.
  • FAA Advisory Circulars
  • Understanding of AutoCAD/MicroStation/BIM/GIS integration.
  • Software development through various programming environments.
  • SQL or Oracle development.
  • ArcGIS server and SDE

  • Use of a variety of computer-based technologies including word processing, and spreadsheets;

  • Demonstrated skill in team leadership.

ADA AND OTHER REQUIREMENTS:

Positions in this class typically require: balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing, seeing and repetitive motions.

Medium Work: exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
