Responsible for the administration and organization of the Planning and Development Department Computer Aided Design (CAD) and Building Information Model (BIM) environment. Additionally, responsible for providing support to GIS initiatives, the collection of data, drawings, surveying functions in CAD and BIM services essential to engineering and planning.


  • This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.
  • Oversees CAD / BIM administration, functionality including user interfaces, database accuracy, and CAD / BIM standards.
  • Maintains master drawings including ALP, Airport utilities, airfield signage, property map, pavement history and impervious pavement calculations and others as needed.
  • Manages CAD and BIM software installation, configuration, and implementation.
  • Assists in preparation of contract plans, prepares a variety of engineering and 3D drawings using CAD and BIM techniques.
  • Performs CAD/Civil Technician position responsibilities; provides data, drawings, surveying functions and Computer Aided Design (CAD) services essential to engineering and planning.
  • Coordinates with internal and external stakeholders on maintenance and submittal updates of FAA required documents (ALP, ACM, MOS, OE/AAA etc.).
  • Provides CAD, BIM and GIS technical support for staff.
  • Assist in the coordination of electrical, structural, and mechanical designs and determine a method of presentation to graphically represent building plans.
  • Assists Engineers/Designers on field surveys to obtain pertinent information for design.
  • Manages documents and files in accordance with Planning and Development procedures including file management, document control, and project closeout.
  • Prepares annual updated information required by Finance department for various reports.
  • Develops lease and easement drawings and exhibits for different departments and agencies through CAD/BIM/GIS.
  • Develops specifications for CAD, BIM, and GIS projects as necessary.
  • Troubleshoots departmental software.
  • Makes recommendations to management for CAD/BIM/GIS needs.
  • Provides budget information for CAD technology items and departmental software.
  • Prepares and maintains Standard Operating Procedures for CAD / BIM standards and ensures compliance by all members of the P&D team.
  • Performs other duties of a similar nature and level as assigned.
  • Ability to understand verbal instructions and written notes and translate them into products.


Associate’s degree in CAD, BIM, Civil Engineering or a related field to the area of assignment and seven years of related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.


  • AutoDesk AutoCAD or AutoDesk AutoBIM Professional Certification preferred.
  • Maintain Security Identification Display Area (SIDA) clearance.
  • Valid Driver’s License.  Maintain ability to drive on the AOA.


  • General understanding of professional civil engineering, drafting and cartographic practices, contract administration, inspection practices, basic surveying principles and practices and permitting processes relating to water and sewer facilities design and construction.
  • Knowledge of BIM, GIS and CAD and their application in surveying, utilities locate, construction standards and materials, calculations, and engineering practices.
  • Knowledge of FAA Imaginary Surfaces, airspace restrictions, clearance, and requirements, FAA’s Airport Layout Plan, and the FAA Electronic ALP (eALP) program.
  • AutoDesk products including AutoCAD, AutoCAD Architecture, AutoCAD Civil3D, Autodesk Infrastructure Design Suite, AutoBIM, AutoCAD Map 3D, and Revit.
  • Knowledge of the principles of GIS.
  • Federal Aviation Authority (FAA – part 139 and part 150 series) regulations regarding standards for planning and engineering airport projects.
  • RTK Surveying practices, equipment, software, and engineering standards.
  • Legal descriptions of property, easements and ground leases;
  • Project Management.


  • Clearly and effectively communicating, and advocating, both orally and in writing.
  • Use of a variety of computer-based technologies including word processing, spreadsheets, and extensive CAD and BIM knowledge.  Skills to perform a multitude of drawing and exhibit platforms; with ability to learn and develop knowledge of BIM, GIS, and EAMS systems. CAD knowledge and skills to perform a multitude of drawing and exhibit platforms; with ability to learn or knowledge of GIS – ability to use AutoTurn (vehicle) and AviPlan (aircraft) equivalent modeling software.

Positions in this class typically require: fingering, standing, walking, talking, hearing, seeing and repetitive motions.

Medium Work: exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
